Steak Soup

INGREDIENTS
1 lb ground beef
3 cups water
1 med. onion, chopped
3 stalks of celery, chopped
2 carrots, sliced
1 14 1/2 oz can tomatoes
1/2 teaspoon pepper
1 10 oz package frozen mixed veggies
2-4 tablespoons beef base granules
1/2 cup butter, melted
1/2 cup flour
DIRECTIONS
Put all ingredients except butter and flour in crock pot. Cover, cook on Low, 8-12 hours (High 4-6 hours). One hour before serving, turn to high. Make a paste of butter and flour, stir until smooth. Pour into pot and stir till thickened.
